Out-of-County Foster Program
MADACC may approve foster caregivers who reside outside Milwaukee County on a case-by-case basis, provided they live within a reasonable travel distance of our facility.
This expansion allows us to increase lifesaving capacity while maintaining public safety and clear expectations regarding legal and operational responsibilities. All fosters will also fill out our traditional foster agreement.
Approval is not automatic and remains at MADACC’s discretion.
Distance Guidelines
Out-of-county foster homes must be able to transport a foster animal to MADACC within a reasonable timeframe if needed.
Foster caregivers must be able to return the animal to MADACC for:
- – Medical emergencies
- – Scheduled veterinary appointments
- – Adoption meet-and-greets
- – Behavioral evaluations
- – Bite quarantine
- – Return requests made by MADACC
As a general guideline, foster homes should be located within approximately 40 minutes of MADACC. The below map will be part of our decision process. Final determination of eligibility is made by MADACC.

Bite Quarantine Requirements
Wisconsin law requires a mandatory 10-day quarantine if a dog or cat bites a human.
The municipality where the bite occurs determines:
- – Whether home quarantine is permitted
- – Where the quarantine will take place
- – Any restrictions or requirements
MADACC cannot guarantee that a bite quarantine will occur at MADACC.
If quarantine cannot occur at MADACC, the foster caregiver is responsible for complying with the municipality’s directives.
All bite incidents must be reported immediately to:
- – The local police department or health department
- – MADACC
Failure to report a bite incident may result in removal from the foster program.
Financial and Legal Responsibility
By fostering outside Milwaukee County, foster caregivers acknowledge and agree:
- – If quarantine cannot occur at MADACC, the foster caregiver is financially responsible for quarantine-related costs, including boarding, veterinary exams, transportation, fines, or municipal fees.
- – The foster caregiver is personally responsible for injury, damage, or loss caused by the foster animal while in their care, custody, or control.
- – The foster animal may not be off leash outside the home.
- – The foster caregiver must follow all medical and handling instructions provided by MADACC.
- – If a foster animal becomes lost, the foster caregiver must immediately notify local police, local animal control, and MADACC.
- – Failure to return a foster animal when requested by MADACC may result in legal action and removal from the foster program.
Out-of-County Foster Responsibility Agreement
All foster caregivers residing outside Milwaukee County must complete the agreement form below prior to placement of an animal.
